KNOWN COVERS HAVE THE STAMP CANCELLED ONLY BY A HANDSTAMP. As noted in the Scott Catalogue footnote to 3X1-3X4, the Baltimore provisional stamps on white paper followed the printing on bluish paper. No. 28 in the Hayes census (Collectors
